This image depicts the notion that the uniqueness of God is constant, as the verse is repeated over and over across the background. The Central message, however, is the one-ness and "Is"-ness of God, symbolized by the golden Hey. Within the hey, one iteration of the verse is written in Red. The remaining colors are simply for visual delight.
